(a) The commission may set a hearing on whether to issue a cease and desist order against a person under § 132.303 if the commission has reason to believe that the person is operating a career school or college without a certificate issued by the commission in violation of § 132.151.

- Person: includes corporation, organization, government or governmental subdivision or agency, business trust, estate, trust, partnership, association, and any other legal entity. See Texas Government Code 311.005
(b) The commission shall serve on the person a statement of charges and a notice of hearing, including a copy of the applicable rules of the commission.
