(a) To ensure that each administration of assessment instruments under § 39.023 is valid, reliable, and in compliance with the requirements of this subchapter, the commissioner may require training for school district employees involved in the administration of the assessment instruments, subject to Subsection (b-1).
(b) The training under Subsection (a) may include a qualifying component to ensure that school district employees involved in the administration of assessment instruments under § 39.023 possess the necessary skills and knowledge required to administer the assessment instruments.

(b-1) The commissioner may only require the employee at each district campus who oversees the administration of the assessment instruments to annually receive the training required under Subsection (a).
(b-2) The school district employee who oversees test administration on a district campus may, with discretion, require other district employees involved in the administration of assessment instruments to repeat the training under Subsection (a).
(c) The commissioner may adopt rules necessary to implement this section.
