(a) In this title, “state compression percentage” means the percentage of the rate of $1.00 per $100 valuation of taxable property that is used to determine a school district’s maximum compressed tax rate under § 48.2551.
(b) The state compression percentage is the lower of:
(1) 93 percent, or a lower percentage set by appropriation for a school year;
(2) the percentage determined by the following formula:
SCP = PYCP X 1.025/(1 + ECPV); or
(3) the percentage determined under this section for the preceding school year.

- Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
- Property: means real and personal property. See Texas Government Code 311.005
- Year: means 12 consecutive months. See Texas Government Code 311.005
(c) For purposes of Subsection (b)(2):
(1) “SCP” is the state compression percentage;
(2) “PYCP” is the state compression percentage for the preceding school year; and
(3) “ECPV” is the estimated percentage change in total taxable property value for the applicable tax year as determined based on the estimate submitted to the legislature under § 48.269.
