(a) The coordinating board shall adopt rules as necessary to implement and enforce this subchapter, including rules that:
(1) define relevant terms; and
(2) ensure implementation of this subchapter in a manner that complies with federal law regarding confidentiality of student educational information, including the Family Educational Rights and Privacy Act of 1974 (20 U.S.C. § 1232g).
(b) In adopting rules under this section, the coordinating board shall consult with relevant stakeholders.
