(a) If authorized by rule adopted by the comptroller under § 403.023, the comptroller may contract with one or more credit card issuers for state agencies to use credit cards to pay for purchases. The comptroller may not enter into a contract that conflicts with the rules described by this subsection.
(b) This section does not apply to contracts regarding travel services or the use of credit cards to pay for travel services under Chapter 2171.

- Contract: A legal written agreement that becomes binding when signed.
- Rule: includes regulation. See Texas Government Code 311.005
(c) In this section and notwithstanding § 2151.002, “state agency” has the meaning assigned by § 403.023(e).
