(a) On consent of the comptroller and the governor, a person may print extra copies of matter printed under a state contract and sell the copies at a price fixed by the comptroller if in the opinion of the comptroller and the governor the printed matter should be distributed in this manner for the benefit of the public.
(b) A contract for the printing and sale of extra copies under this section must be approved by the attorney general.

- Comptroller: means the state comptroller of public accounts. See Texas Government Code 312.011
- Contract: A legal written agreement that becomes binding when signed.
- Person: includes corporation, organization, government or governmental subdivision or agency, business trust, estate, trust, partnership, association, and any other legal entity. See Texas Government Code 311.005
