The commission shall consider as tier 2 criteria:
(1) the suitability of facilities at the site that are associated with proposed activities and the adequacy of their engineering and design; and
(2) the suitability of the proposed disposal facility or facilities for the chemical, radiological, and biological characteristics of the low-level radioactive waste as classified under the system established under § 401.053.
