The office is required to provide a service or program under § 614.019(a) or 614.020 only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the office may, but is not required to, provide a service or program under § 614.019(a) or 614.020 using other appropriations available for that purpose.
