(a) A psychological report, drug and alcohol report, treatment record, diagnostic report, medical record, or victim impact statement submitted to the court under this chapter is part of the record of the court.
(b) Notwithstanding Subsection (a), the report, record, or statement must be sealed and may be opened only:
(1) on order of the judge;
(2) as provided by this chapter; or
(3) in connection with a criminal proceeding as otherwise provided by law.
