(a) The department shall develop this state’s plan on aging, as required by the Older Americans Act of 1965 (42 U.S.C. § 3001 et seq.).
(b) The department shall conduct a statewide needs assessment for long-term care and other services for older individuals and their caregivers. The assessment shall include input from:
(1) area agencies on aging;
(2) regional and local state agency staff; and
(3) community-based organizations.
