The department shall develop and the executive commissioner shall adopt rules and guidelines for the use of funds collected from the sale of specialized license plates under § 504.619, Transportation Code, that are deposited in accordance with § 504.6012, Transportation Code, and appropriated to the department for direct services programs, training, and education.
