A delegation agreement required by Section 1272.052 must require the delegated entity to permit the commissioner to examine at any time any information the commissioner reasonably believes is relevant to:
(1) the financial solvency of the entity; or
(2) the ability of the entity to meet the entity’s responsibilities in connection with any function delegated to the entity by the health maintenance organization.
