The rent to be charged for an easement or lease for an electric substation site, pumping station, loading rack, tank farm, or road or for an easement for a purpose not specifically listed by § 51.291 or 51.292 but granted in the best interest of the state shall be an amount agreed to between the lessee and the commissioner.
