(a) At the conclusion of the investigation of a complaint, the investigator shall submit to the board a written report to enable the board to determine what further action is necessary.
(b) The report must contain:
(1) statements of fact;
(2) the recommendations of the investigator; and
(3) the position or defense of the investigated appraisal management company.
