(a) The commission by rule shall establish procedures for disciplinary action against a racetrack license holder.
(b) Notwithstanding the requirements of § 2033.151, if, after notice and hearing as provided by § 2033.152, the commission finds that a racetrack license holder or a person employed by the racetrack has violated this subtitle or a commission rule, or if the commission finds during a review or renewal that the racetrack is ineligible for a license under this chapter, the commission may:
(1) revoke, suspend, or refuse to renew the racetrack license;
(2) impose an administrative penalty as provided under § 2033.051; or
(3) take any other action as provided by commission rule.

(c) The commission may not revoke an active license unless the commission reasonably determines that other disciplinary actions are inadequate to remedy the violation.
