The board may not contract with outside legal counsel to provide legal services to the board, including representation of the board in a matter referred to the State Office of Administrative Hearings, unless the contract is approved by the attorney general as provided by § 402.0212, Government Code, regardless of the source of money to be used to pay the outside counsel.
