(a) The authority may employ staff and spend authority resources to further an economic development program under this subchapter, except that the authority may not use money received from an ad valorem tax or a general appropriation to further a program.
(b) The authority may apply for and receive from any source money, grants, or other assistance to carry out an economic development program under this subchapter.
