In developing each of its transportation plans and policy efforts, the department must:
(1) clearly reference the statewide transportation plan under § 201.601;
(2) include in the plan or policy effort the transportation system strategies, goals and measurable targets, and other related performance measures established under § 201.601(a-1)(1); and
(3) specify how the plan or policy effort supports the specific goals established under § 201.601(a-1)(1).
