(a) The treasurer or depository of a road district established under this subchapter shall pay out the proceeds from the sale of the district’s bonds on warrants drawn on the available road fund and issued by the county clerk of the county in the road district having the greatest population. A warrant must be countersigned by the county judge of each district included in whole or part in the road district.
(b) A warrant may be issued only in payment of a certified account approved by the ex officio directors of the district.
