(a) The entity or entities creating an authority shall conduct the public hearings on the creation.
(b) Any person may appear at a hearing and offer evidence on:
(1) the creation and boundaries of the authority;
(2) the operation of a public transportation system;
(3) the public utility and public interest served in the creation of an authority; or
(4) other facts bearing on the creation of an authority.

- Evidence: Information presented in testimony or in documents that is used to persuade the fact finder (judge or jury) to decide the case for one side or the other.
- Person: includes corporation, organization, government or governmental subdivision or agency, business trust, estate, trust, partnership, association, and any other legal entity. See Texas Government Code 311.005
(c) A hearing may be continued until completed.
