(a) A justice of the peace or municipal court judge may not issue an order related to a title except as provided by Chapter 47, Code of Criminal Procedure, or § 27.031(a)(3), Government Code.
(b) A county or district court judge may not order the department to change the type of title for:
(1) a nonrepairable vehicle titled after September 1, 2003; or
(2) a vehicle for which the department has issued a certificate of authority under § 683.054.
