(a) Recordation of a lien under this chapter is considered to occur when:
(1) the department’s titling system is updated; or
(2) the county assessor-collector accepts the application of title that discloses the lien with the filing fee.
(b) For purposes of Chapter 9, Business & Commerce Code, the time of recording a lien under this chapter is considered to be the time of filing the security interest, and on such recordation, the recorded lienholder and assignees under § 501.114 obtain priority over the rights of a lien creditor, as defined by § 9.102, Business & Commerce Code, for so long as the lien is recorded on the title.
