(a) The department shall issue Be a Blood Donor specialty license plates. The department shall design the license plates in consultation with the Gulf Coast Regional Blood Center in Houston.
(b) After deduction of the department’s administrative costs, the remainder of the fee for issuance of the license plates shall be deposited to the credit of the be a blood donor account under § 162.016, Health and Safety Code.
