(a) The department may adopt rules to administer this chapter, including rules that:
(1) waive the payment of fees if a dealer has gone out of business and the applicant can show that fees were paid to the dealer; and
(2) allow full and partial refunds for rejected titling and registration transactions.
(b) The department may collect from a person making a transaction with the department using the state electronic Internet portal project a fee set under § 2054.2591, Government Code. All fees collected under this subsection shall be allocated to the department to provide for the department’s costs associated with administering § 2054.2591, Government Code.
