(a) The department shall design and administer in each county of this state an alternate examination for Spanish-speaking applicants who are unable to take the regular examination in English.
(b) The alternate examination must be identical to the examination administered to other applicants under § 521.161 except that all directions and written material, other than the text of highway signs, must be in Spanish. The text of highway signs must be in English.
