(a) The department by rule may provide that a holder of a driver’s license issued to the person by another state or Canadian province and who is otherwise qualified may, after passing the vision test and paying the required fees, be issued a driver’s license without the complete examination required under § 521.161.
(b) A license issued under this section must be of the class of license equivalent to the license issued by the other jurisdiction.
