(a) This section applies only to a municipally owned utility or electric cooperative that has wholesale transmission rates established by the commission.
(b) Costs incurred by a municipally owned utility or electric cooperative to comply with § 38.102 shall be recorded as a regulatory asset for timely recovery in wholesale transmission rates established by the commission.
