(a) At the request of the railroad commission, the attorney general shall institute and conduct a suit in the name of the state for injunctive relief or other appropriate remedy or to recover a civil penalty as provided by § 29.051 or 29.052 of this code or for both injunctive relief or other appropriate remedy and recovery of a civil penalty.
(b) A party to a suit may appeal from a final judgment as in other civil cases.
