(a) If the commission of any district organized under Article III, § 52, of the Texas Constitution, finds it expedient to convert the district into a district operating under the provisions of Article XVI, § 59, of the Texas Constitution, in order to utilize the provisions of this subchapter, the conversion may be accomplished as provided in Subchapter J of this chapter.
(b) All proceedings and hearings held in connection with a conversion shall be adopted and conducted by the commission of the district instead of by the navigation board of the district.
