- Garbage: means animal or plant waste resulting from the handling, preparation, cooking or consumption of foods, including animal and fowl carcasses or parts thereof, and all waste material and by-products of a kitchen, restaurant, hospital, hotel, motel, or slaughterhouse. - Person: means any individual, partnership, corporation, association or other legal entity or any organization, political subdivision or governmental agency. See Tennessee Code 44-2-402
