A nonresident may give proof of financial responsibility by filing with the commissioner a written certificate or certificates of an insurance carrier licensed to transact business in the state in which the motor vehicle, or motor vehicles, owned by the nonresident is registered, or in the state in which the nonresident resides if the nonresident does not own a motor vehicle; provided, that the certificate otherwise conforms with this part. The commissioner shall accept the certificate upon condition that the insurance carrier complies with the following provisions with respect to the policies so certified:

- Commissioner: means the commissioner of safety, unless otherwise indicated or unless the context otherwise requires. See Tennessee Code 55-12-102
- Motor vehicle: means every self-propelled vehicle that is designed for use upon the highway, including trailers and semitrailers designed for use with motor vehicles, and every vehicle that is propelled by electric power obtained from overhead wires but not operated upon rails, except traction engines, road rollers and farm tractors. - Nonresident: means every person who is not a resident of this state. See Tennessee Code 55-12-102
- Power of attorney: A written instrument which authorizes one person to act as another's agent or attorney. The power of attorney may be for a definite, specific act, or it may be general in nature. The terms of the written power of attorney may specify when it will expire. If not, the power of attorney usually expires when the person granting it dies. Source: OCC
- State: means any state, territory or possession of the United States, the District of Columbia, or any province of the Dominion of Canada. See Tennessee Code 55-12-102
- Vehicle: means every device in, upon or by which any person or property is or may be transported or drawn upon a highway, excepting devices used exclusively upon stationary rails or tracks. See Tennessee Code 55-8-101
- written: includes printing, typewriting, engraving, lithography, and any other mode of representing words and letters. See Tennessee Code 1-3-105
