(a) The board shall appoint an executive director, who shall be the chief executive and administrative officer of the authority, and who shall enter into a contract with the executive director establishing such director’s salary and term of office.

Terms Used In Tennessee Code 68-221-606

  • Authority: means a water and wastewater treatment authority created pursuant to this part. See Tennessee Code 68-221-603
  • Board: means the board of commissioners of an authority. See Tennessee Code 68-221-603
  • Contract: A legal written agreement that becomes binding when signed.
  • Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
  • Year: means a calendar year, unless otherwise expressed. See Tennessee Code 1-3-105
(b)

(1) The executive director shall appoint, and the board shall confirm, the following additional officers:

(A) A secretary;
(B) An auditor;
(C) Legal counsel;
(D) A treasurer; and
(E) A chief engineer.
(2) All other officers and employees of the authority shall be appointed by the executive director, subject to any civil service plan adopted by the board.
(c)

(1) The executive director shall prepare annually the operating budget of the authority and submit the same to the board for approval at least sixty (60) days prior to the beginning of the fiscal year.
(2) If such budget shall not have been acted upon by the board on the first day of the fiscal year, it shall then automatically go into effect.
(d) The executive director shall also submit such periodic reports to the board as it may direct.
(e) The executive director shall attend all meetings of the board.
