(1) The council of each municipality shall:

- Month: means a calendar month, unless otherwise expressed. See Utah Code 68-3-12.5
- Municipal: means of or relating to a municipality. See Utah Code 10-1-104
- Municipality: means :(5)(a) a city of the first class, city of the second class, city of the third class, city of the fourth class, city of the fifth class;(5)(b) a town, as classified in Section
10-2-301 ; or(5)(c) a preliminary municipality incorporated under Chapter 2a, Part 5, Incorporation of a Preliminary Municipality. See Utah Code 10-1-104(1)(a) by ordinance prescribe the time and place for holding its regular meeting, subject to Subsection (1)(b); and(1)(b) hold a regular meeting at least once each month.

(2)(a) The mayor of a municipality or two council members may order the convening of a special meeting of the council.
(2)(b) Each order convening a special meeting of the council shall:
(2)(b)(i) be entered in the minutes of the council; and
(2)(b)(ii) provide at least three hours’ notice of the special meeting.
(2)(c) The municipal recorder or clerk shall serve notice of the special meeting on each council member who did not sign the order by delivering the notice personally or by leaving it at the member’s usual place of abode.
(2)(d) The personal appearance by a council member at a special meeting of the council constitutes a waiver of the notice required under Subsection (2)(c).
