(1) As used in this section, “rules of order and procedure” means a set of rules that govern and prescribe in a public meeting:

- Municipal: means of or relating to a municipality. See Utah Code 10-1-104
- Municipality: means :(5)(a) a city of the first class, city of the second class, city of the third class, city of the fourth class, city of the fifth class;(5)(b) a town, as classified in Section
10-2-301 ; or(5)(c) a preliminary municipality incorporated under Chapter 2a, Part 5, Incorporation of a Preliminary Municipality. See Utah Code 10-1-104(1)(a) parliamentary order and procedure;(1)(b) ethical behavior; and(1)(c) civil discourse.

(2)(a) Subject to Subsection (2)(b), a municipal legislative body shall:
(2)(a)(i) adopt rules of order and procedure to govern a public meeting of the legislative body;
(2)(a)(ii) conduct a public meeting in accordance with the rules of order and procedure described in Subsection (2)(a)(i); and
(2)(a)(iii) make the rules of order and procedure described in Subsection (2)(a)(i) available to the public:
(2)(a)(iii)(A) at each meeting of the municipal legislative body; and
(2)(a)(iii)(B) on the municipality‘s public website, if available.
(2)(b) Subsection (2)(a) does not affect a municipal legislative body’s duty to comply with Title 52, Chapter 4, Open and Public Meetings Act.
