(1) The budget officer of each special district shall prepare for each budget year a budget for each of the following funds:

Terms Used In Utah Code 17B-1-605

  • Budget: means a plan of financial operations for a fiscal year which embodies estimates of proposed expenditures for given purposes and the proposed means of financing them, and may refer to the budget of a particular fund for which a budget is required by law or it may refer collectively to the budgets for all such funds. See Utah Code 17B-1-601
  • Budget year: means the fiscal year for which a budget is prepared. See Utah Code 17B-1-601
  • Fund: has the meaning given under generally accepted accounting principles as reflected in the Uniform Accounting Manual for Special Districts. See Utah Code 17B-1-601
  • Obligation: An order placed, contract awarded, service received, or similar transaction during a given period that will require payments during the same or a future period.
  • Proprietary funds: means enterprise funds and the internal service funds of a special district. See Utah Code 17B-1-601
  • Special district: means a limited purpose local government entity, as described in Section 17B-1-103, that operates under, is subject to, and has the powers described in:
         (31)(a) this chapter; or
         (31)(b)
              (31)(b)(i) this chapter; and
              (31)(b)(ii)

     (1)(a) the General Fund;
     (1)(b) special revenue funds;
     (1)(c) debt service funds;
     (1)(d) capital projects funds;
     (1)(e) proprietary funds, in accordance with Section 17B-1-629;
     (1)(f) if the special district has a local fund, as defined in Section 53-2a-602, the local fund; and
     (1)(g) any other fund or funds for which a budget is required by the uniform system of budgeting, accounting, and reporting.

     (2)(a) Major capital improvements financed by general obligation bonds, capital grants, or interfund transfers shall use a capital projects fund budget unless the improvements financed are to be used for proprietary type activities.
     (2)(b) The special district shall prepare a separate budget for the term of the projects as well as the annual budget required under Subsection (1).
