A board shall ensure that a resolution approving a proposed community reinvestment area plan as the community reinvestment project area plan under Section 17C-5-104 contains:
(1) a boundary description of the community reinvestment project area that is the subject of the community reinvestment project area plan;

- Board: means the governing body of an agency, as described in Section
17C-1-203 . See Utah Code 17C-1-102 - Community: means a county or municipality. See Utah Code 17C-1-102
- Community reinvestment project area plan: means a project area plan adopted under Chapter 5, Part 1, Community Reinvestment Project Area Plan. See Utah Code 17C-1-102
- Development impediment: means a condition of an area that meets the requirements described in Section
17C-2-303 for an urban renewal project area or Section17C-5-405 for a community reinvestment project area. See Utah Code 17C-1-102 - Project area: means the geographic area described in a project area plan within which the project area development described in the project area plan takes place or is proposed to take place. See Utah Code 17C-1-102
- Project area plan: means an urban renewal project area plan, an economic development project area plan, a community development project area plan, or a community reinvestment project area plan that, after the project area plan's effective date, guides and controls the project area development. See Utah Code 17C-1-102
(2) the agency’s purposes and intent with respect to the community reinvestment project area;
(3) the proposed community reinvestment project area plan incorporated by reference;
(4) the board findings and determinations that the proposed community reinvestment project area plan:
(4)(a) serves a public purpose;
(4)(b) produces a public benefit as demonstrated by the analysis described in Subsection 17C-5-105(12);
(4)(c) is economically sound and feasible;
(4)(d) conforms to the community’s general plan; and
(4)(e) promotes the public peace, health, safety, and welfare of the community in which the proposed community reinvestment project area is located; and
(5) if the board made a development impediment determination under Section 17C-5-402, a statement that the board made a development impediment determination within the proposed community reinvestment project area and the date on which the board made the determination.
