The commissioner may adopt administrative rules in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, to:
(1) implement this chapter;

- Attachment: A procedure by which a person's property is seized to pay judgments levied by the court.
- Form: means one of the following prepared for general use:(74)(a)(i) a policy;(74)(a)(ii) a certificate;(74)(a)(iii) an application;(74)(a)(iv) an outline of coverage; or(74)(a)(v) an endorsement. See Utah Code 31A-1-301
- Small employer: means , in connection with a health benefit plan and with respect to a calendar year and to a plan year, an employer who:
(182)(a)(i)(182)(a)(i)(A) employed at least one but not more than 50 eligible employees on business days during the preceding calendar year; or(182)(a)(i)(B) if the employer did not exist for the entirety of the preceding calendar year, reasonably expects to employ an average of at least one but not more than 50 eligible employees on business days during the current calendar year;(182)(a)(ii) employs at least one employee on the first day of the plan year; and(182)(a)(iii) for an employer who has common ownership with one or more other employers, is treated as a single employer under Utah Code 31A-1-301(2) define lasering practices that are prohibited by this chapter;(3) establish the form and manner of the actuarial certification and the annual report on stop-loss experience required by Section 31A-43-302;(4) establish the form and manner of the disclosure required by Section 31A-43-303;(5) assure the rates associated with the specific attachment points and aggregate attachment points are actuarially sound and are not against the public interest; and(6) assure that stop-loss contracts include provisions to cover incurred and unpaid claims if a small employer plan terminates. - Small employer: means , in connection with a health benefit plan and with respect to a calendar year and to a plan year, an employer who:
