(1) There is created in the General Fund a restricted account known as the “School Readiness Restricted Account.”

- Contract: A legal written agreement that becomes binding when signed.
- High quality school readiness program: means a preschool program that:(7)(a) is provided by an eligible LEA or eligible private provider; and(7)(b) meets the elements of a high quality school readiness program described in Section
35A-15-202 . See Utah Code 35A-15-102 - Results-based contract: means a contract that:(12)(a) is entered into in accordance with Section
35A-15-402 ;(12)(b) includes a performance outcome measure; and(12)(c) is between the department, a provider of a high quality school readiness program, and an investor. See Utah Code 35A-15-102
(2) The School Readiness Restricted Account consists of:
(2)(a) money appropriated by the Legislature;
(2)(b) all income and interest derived from the deposit and investment of money in the account;
(2)(c) federal grants; and
(2)(d) private donations.
(3) Subject to legislative appropriations, money in the restricted account may be used:
(3)(a) to award a grant under Section 35A-15-301 or 35A-15-302 ;
(3)(b) to contract with an evaluator;
(3)(c) to fund the participation of eligible students in a high quality school readiness program through a results-based contract; and
(3)(d) for administration costs and to monitor the programs described in this part.
(4) Money for awards under Subsection (3)(a) shall be allocated in the following order to:
(4)(a) pay results-based contracts;
(4)(b) grant awards under Section 35A-15-302 ; and
(4)(c) if any allocated funds remain, grant awards under Section 35A-15-301 .
