(1) The board shall develop qualifications for the composition of the board to ensure that combined, the board members have:

- Board: means the Utah Board of Higher Education described in Section
53B-1-402 . See Utah Code 53B-1-401 - Technical education: means career and technical education that:(8)(a)(i) leads to a certificate; or(8)(a)(ii) is short-term training. See Utah Code 53B-1-101.5
(1)(a) a range of experience, including experience in industry;
(1)(b) varied areas of expertise; and
(1)(c) varied geographic representation.
(2) In developing the qualifications, the board shall consider:
(2)(a) expertise in:
(2)(a)(i) business or industry;
(2)(a)(ii) technical education;
(2)(a)(iii) general education; and
(2)(a)(iv) advanced education and research;
(2)(b) geographic representation; and
(2)(c) knowledge or experience in a field including:
(2)(c)(i) finance;
(2)(c)(ii) accounting or auditing;
(2)(c)(iii) law;
(2)(c)(iv) facilities or real estate;
(2)(c)(v) educational delivery models;
(2)(c)(vi) workforce development;
(2)(c)(vii) economic development;
(2)(c)(viii) kindergarten through grade 12 education; and
(2)(c)(ix) educational quality assessment.
(3) The board shall consult with the governor to develop the qualifications described in this section.
