(1) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the board shall make rules to:

- Award: means a monetary grant awarded in accordance with Section
53B-10-202 . See Utah Code 53B-10-201 - Board: means the Utah Board of Higher Education described in Section 53B-1-402. See Utah Code 53B-1-101.5
- Institution: means an institution of higher education described in Subsection
53B-1-102 (1)(a). See Utah Code 53B-10-201 - Process: means a writ or summons issued in the course of a judicial proceeding. See Utah Code 68-3-12.5
- Program: means the Talent Development Award Program created in Section
53B-10-202 . See Utah Code 53B-10-201 - State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
(1)(a) establish an application process for an individual to apply for an award;
(1)(b) subject to Section 53B-10-202, establish qualifying criteria for an individual to receive an award, including enrollment status;
(1)(c) establish a process to evaluate applications that prioritizes awards to students who demonstrate financial need;
(1)(d) establish how state funding available for awards is divided among institutions;
(1)(e) establish how to determine an amount of money for an award;
(1)(f) establish the circumstances under which an institution may cancel an award; and
(1)(g) require an institution to provide specified information to the board relevant to administering the program.
(2) In administering the program, the board shall use a packaging approach that ensures that institutions combine loans, grants, employment, and family and individual contributions toward financing the cost of attendance.
