(1) A technical college board of trustees shall:
Terms Used In Utah Code 53B-2a-110
- Board: means the Utah Board of Higher Education described in Section 53B-1-402. See Utah Code 53B-1-101.5
- Career and technical education: means an educational program that:(3)(a) is designed to meet industry needs;(3)(b) leads to:(3)(b)(i) a certificate; or(3)(b)(ii) a degree; and(3)(c) may qualify for funding under the Carl D. See Utah Code 53B-1-101.5
- Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
- State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
- Statute: A law passed by a legislature.
- Technical college: means an institution of higher education described in Subsection 53B-1-102(1)(b). See Utah Code 53B-1-101.5
- Technical education: means career and technical education that:(8)(a)(i) leads to a certificate; or(8)(a)(ii) is short-term training. See Utah Code 53B-1-101.5
(1)(a) assist the technical college president in preparing a budget request for the technical college’s annual operations to the board;
(1)(b) after consulting with the board, other higher education institutions, school districts, and charter schools within the technical college’s region, assist the technical college president in preparing a comprehensive strategic plan for delivering technical education within the region;
(1)(c) in accordance with Section 53B-16-102, approve programs, including expedited program approval and termination procedures to meet market needs;
(1)(d) adopt an annual budget and fund balances;
(1)(e) conduct annual program evaluations;
(1)(f)
(1)(f)(i) approve a strategic plan for the technical college that is aligned with:
(1)(f)(i)(A) state attainment goals;
(1)(f)(i)(B) workforce needs;
(1)(f)(i)(C) the technical college’s role, mission, and distinctiveness; and
(1)(f)(i)(D) board goals and metrics described in Section 53B-1-402; and
(1)(f)(ii) monitor the technical college’s progress toward achieving the strategic plan; and
(1)(g) act on behalf of the technical college in performing other duties as authorized by the board or by statute.
(2) A technical college board of trustees may not exercise jurisdiction over career and technical education provided by a school district or charter school or provided by a higher education institution independently of the technical college.
