program: means the Teacher and Student Success Program described in this part. See Utah Code 53G-7-1301
State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5

The state board shall distribute program funding to an LEA as described in Section 53F-2-416.
