(1) The Utah State Office of Rehabilitation created in Section 35A-1-202 is designated as the licensing agency for the purpose of carrying out this chapter.

- Person: means :(24)(a) an individual;(24)(b) an association;(24)(c) an institution;(24)(d) a corporation;(24)(e) a company;(24)(f) a trust;(24)(g) a limited liability company;(24)(h) a partnership;(24)(i) a political subdivision;(24)(j) a government office, department, division, bureau, or other body of government; and(24)(k) any other organization or entity. See Utah Code 68-3-12.5
- Property: includes both real and personal property. See Utah Code 68-3-12.5
- State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
(2) The Utah State Office of Rehabilitation shall:(2)(a) take necessary steps to carry out the provisions of this chapter;(2)(b) with the approval of the custodian having charge of the building, park or other property in which the vending stand or other enterprise is to be located, select a location for such stand or enterprise and the type of equipment to be provided;(2)(c) construct and equip stands where blind persons may be trained under the supervision of the Utah State Office of Rehabilitation to carry on a business as a vending stand operator;(2)(d) provide adequate supervision of each person licensed to operate vending stands or other enterprises to ensure efficient and orderly management; and(2)(e) make rules necessary for the proper operation of vending stands or other enterprises.
