(1) The authority shall create, maintain, and review annually a statewide, comprehensive multiyear strategic plan, in consultation with state and local stakeholders, the PSAP advisory committee, and the public safety advisory committee, that:

Terms Used In Utah Code 63H-7a-206

  • Authority: means the Utah Communications Authority created in Section 63H-7a-201. See Utah Code 63H-7a-103
  • Board: means the Utah Communications Authority Board created in Section 63H-7a-203. See Utah Code 63H-7a-103
  • FirstNet: means the federal First Responder Network Authority established in Utah Code 63H-7a-103
  • Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
  • PSAP: means an entity in this state that:
         (13)(a) receives, as a first point of contact, direct 911 emergency communications from the 911 emergency service network requesting a public safety service;
         (13)(b) has a facility with the equipment and staff necessary to receive the communication;
         (13)(c) assesses, classifies, and prioritizes the communication;
         (13)(d) dispatches the communication to the proper responding agency; and
         (13)(e) submits information as described in Section 63H-7a-208. See Utah Code 63H-7a-103
  • Public safety communications network: means :
         (14)(a) a regional or statewide public safety governmental communications network and related facilities, including real property, improvements, and equipment necessary for the acquisition, construction, and operation of the services and facilities; and
         (14)(b) 911 emergency services, including radio communications, connectivity, and 911 call processing equipment. See Utah Code 63H-7a-103
  • State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
     (1)(a) coordinates the authority’s activities and duties in the:

          (1)(a)(i) 911 Division;
          (1)(a)(ii) Radio Network Division;
          (1)(a)(iii) Interoperability Division; and
          (1)(a)(iv) Administrative Services Division; and
     (1)(b) includes:

          (1)(b)(i) a plan for maintaining, upgrading, and expanding the public safety communications network, including microwave and fiber optics based systems;
          (1)(b)(ii) a plan for statewide interoperability;
          (1)(b)(iii) a plan for statewide coordination;
          (1)(b)(iv) radio network coverage maps; and
          (1)(b)(v) FirstNet standards.
(2) The executive director shall update the strategic plan described in Subsection (1) before July 1 of each year.
(3) The executive director shall, before December 1 of each year, report on the strategic plan described in Subsection (1) to:

     (3)(a) the board;
     (3)(b) the Executive Offices and Criminal Justice Appropriations Subcommittee;
     (3)(c) the Legislative Management Committee; and
     (3)(d) the Retirement and Independent Entities Interim Committee.
(4) Each report described in Subsection (3) shall include a description of the authority’s goals for implementation of the strategic plan and a progress report of accomplishments and updates to the strategic plan.
(5) The authority shall consider the strategic plan described in Subsection (1) before spending funds in the restricted accounts created by this chapter.
(6)

     (6)(a) Following the close of each fiscal year, the executive director shall submit and make available to the public an annual report of the authority’s activities for the preceding year to the governor, the board, the Executive Offices and Criminal Justice Appropriations Subcommittee, the Legislative Management Committee, and the Retirement and Independent Entities Interim Committee.
     (6)(b) Each report described in Subsection (6)(a) shall include:

          (6)(b)(i) the agency’s complete operating and financial statement for the preceding fiscal year;
          (6)(b)(ii) the total aggregate surcharge collected by the state in the last fiscal year under Title 69, Chapter 2, Part 4, Prepaid Wireless Telecommunications Service Charges;
          (6)(b)(iii) the amount of each disbursement from the restricted accounts described in:

               (6)(b)(iii)(A) Section 63H-7a-304; and
               (6)(b)(iii)(B) Section 63H-7a-403;
          (6)(b)(iv) the recipient of each disbursement, the goods and services received, and a description of the project funded by the disbursement;
          (6)(b)(v) any conditions the authority placed on the disbursements from a restricted account;
          (6)(b)(vi) the anticipated expenditures from the restricted accounts described in this chapter for the next fiscal year;
          (6)(b)(vii) the amount of any unexpended funds carried forward; and
          (6)(b)(viii) other relevant justification for ongoing support from the restricted accounts created by:

               (6)(b)(viii)(A) Section 63H-7a-304; and
               (6)(b)(viii)(B) Section 63H-7a-403.
