(1) Before any new petty cash funds may be established, the commission, department, or agency requesting the fund or funds shall apply in writing to the Division of Finance and provide:

Terms Used In Utah Code 63J-1-215

  • Agency: means a unit of accounting, typically associated with a department, division, board, council, committee, institution, office, bureau, or other similar administrative unit of state government, that includes line items and programs. See Utah Code 63J-1-102
  • Evidence: Information presented in testimony or in documents that is used to persuade the fact finder (judge or jury) to decide the case for one side or the other.
  • State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
  • Writing: includes :
         (48)(a) printing;
         (48)(b) handwriting; and
         (48)(c) information stored in an electronic or other medium if the information is retrievable in a perceivable format. See Utah Code 68-3-12.5
     (1)(a) the reasons why the cash fund is needed;
     (1)(b) the amount requested; and
     (1)(c) the reasons why a purchasing card account is not sufficient to meet the needs of the commission, department, or agency.

     (2)(a) The Division of Finance shall review the application and make a determination that:

          (2)(a)(i) no cash fund or purchasing card account should be established;
          (2)(a)(ii) a purchasing card account should be established; or
          (2)(a)(iii) a cash fund should be established using money in the state treasury.
     (2)(b) When making a determination under Subsection (2)(a), the Division of Finance shall recommend a purchasing card account in lieu of a cash fund unless there is significant evidence that a purchasing account is not sufficient to meet the needs of the commission, department, or agency.
(3) Revolving funds established by law are not subject to the provisions of this section.
(4) The Division of Finance is authorized to review and close cash funds if the division determines that a purchasing card account will adequately meet the needs of the commission, department, or agency.
