Division: means the Division of Forestry, Fire, and State Lands. See Utah Code 65A-16-101
Program: means the Great Salt Lake Watershed Enhancement Program created under Section 65A-16-201. See Utah Code 65A-16-101

In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, and Subsection 65A-16-201(5)(c), the division may make rules to administer the program in accordance with this chapter.
