- Actor: means a person whose criminal responsibility is in issue in a criminal action. See Utah Code 76-1-101.5

(2) An actor commits trafficking in warrants if the actor:
(2)(a) is a state, county, city, town, or district officer; and
(2)(b) directly or indirectly contracts for or purchases a warrant or order issued by the state, county, city, town, or district of which the actor is an officer, at any discount whatever upon the sum due on the warrant or order.
(3) A violation of Subsection (2) is a class B misdemeanor.
