- Actor: means a person whose criminal responsibility is in issue in a criminal action. See Utah Code 76-1-101.5
- Highway: includes :(15)(a) a public bridge;(15)(b) a county way;(15)(c) a county road;(15)(d) a common road; and(15)(e) a state road. See Utah Code 68-3-12.5(2) An actor commits violation of an order closing or restricting a highway if the actor violates an order issued by a highway commissioner closing or restricting a highway under Section
76-8-809 .(3) A violation of Subsection (2) is a class C misdemeanor.
