- School board: means the board of school directors elected to manage the schools of a school district, the prudential committee of an incorporated school district, the supervisory union board of directors, and the supervisors of unorganized towns and gores. See
- School district: means town school districts, union school districts, interstate school districts, city school districts, unified union districts, and incorporated school districts, each of which is governed by a publicly elected board. See
- Superintendent: means the chief executive officer of a supervisory union and each school board within it. See
- Supervisory union: means an administrative, planning, and educational service unit created by the State Board under section 261 of this title, that consists of two or more school districts; if the context clearly allows, the term also means a supervisory district. See
- sworn: shall include affirmed. See
§ 561. Election of school board members; oath; chair; clerk
(a) School board members shall be sworn before entering upon the duties of their office. At the meeting next following the election of a school board member, the school board shall elect one of its number to serve as the chair and one other of its number to serve as the clerk. The clerk may be paid upon order of the school board. The clerk shall keep a permanent record of the proceedings of the school board. In the clerk’s absence, another member of the school board shall assume the clerk’s duties.
(b) At least annually, the chairs of each school board within a supervisory union, the chair of the supervisory union board, and the superintendent shall jointly participate in at least eight hours of professional training that, at a minimum, addresses:
(1) educational leadership;
(2) the relative roles and responsibilities of the supervisory union board, the school district boards, and the superintendent;
(3) the Vermont Open Meeting Law, 1 V.S.A. §§ 310–314;
(4) Vermont law regarding access to public records, 1 V.S.A. §§ 315–320;
(5) collective bargaining; and
