Appraisal: A determination of property value.
Fair market value: The price at which an asset would change hands in a transaction between a willing, informed buyer and a willing, informed seller.
Personal estate: shall include all property other than real estate. See

§ 4044. Appraisal of personalty on April 1

Unless otherwise provided, the taxable personal estate contained in the inventory shall be appraised by the listers at its fair market value on April 1.
